Additionally, a user under water can focus chakra on their hands or any other body part that makes contact with the surface of the water. If they were submerged, they can climb atop the water as if they were climbing out of a pool.

Pale skinned and gaunt, with grey hair and dark orange eyes. Fukurō is almost always clad in black, hooded combat robes. Specially designed to endure blistering heats and freezing colds. The black warpaint over his eyes is somehow permanent and embedded beneath his skin. And his face bears small, faded scars.
He typically walks and talks in a slow, eloquent and polite manner. Yet when pursuing a target is perfectly capable of becoming fast paced, crude and terrifying in the blink of an eye.

BACKGROUND: Fukurō never fought a conventional war. He never cared for it. He did not rally to the cry of the Wind Daimyo while the drums of war were still beating. He held no sense of patriotism or pride for his home nation. Saw no reason to crush the opposing forces underheel, had no desire to secure the superiority of Wind over all others. All he saw, even as a boy...was death...and the means to profit from it.
Like all Myōga, he was born blessed with the means to control darkness itself. And even from a young age proved adept with it. Classmates would frequently challenge him to spars, only to be in deep care from medical shinobi minutes later. Growing up, he typically had to be held back from killing his peers even in friendly spars. As if he couldn't fathom any reason to leave an opponent alive.
Perhaps it was because of this he didn't feel any strong bonds of loyalty to his clan. Seeing them more as a means to an end, learning the fundamentals of Dark Release so that he could forge his own path in the future. When it was his time to be assigned to a squad for the war. He simply left, daring anyone to try and prevent him from doing so. And though it was likely any of the clans Jonin could've done the job. They saw no point, it would be a waste of Myōga blood as far as they were concerned.
Since that day Fukurō has grown a fearsome reputation as an assassin for hire. Under the moniker 'Lucky Owl' named for the nocturnal beast that always catches its prey. He has undertaken jobs for the Daimyo of every nation, and minor feudal lords in other countries as well. However, he doesn't always default to serving the highest bidder. Many have noted that he has often forgone hefty contracts in favour of those he had a more personal interest in. Even undertaking hits for pocket change by the normal citizenry of the world. Spurned lovers or jealous businessmen.
Nobody quite knows what criteria entices or procludes him from accepting a contract. Only that no job is seemingly off the table.
