Itsuki, Daimyō of the Land of Fire
The ancient ninshū belief in the Will of Fire (火の意志, Hi no Ishi) espouses that love is the key to peace, and regards the entire land of fire as a single, cohesive family unit. Each shinobi who embodies the Will of Fire loves, believes, cherishes, and fights for the nation and its people, following in the footsteps of their forebears.
Unfortunately, Prince Itsuki Madoka, the current daimyō of the land of fire, fails to uphold these noble ideals. Rather than viewing his shinobi and citizens as valuable members of his family, he perceives them as expendable resources to be utilized and discarded at his discretion for his own benefit. Despite being widely regarded as an unworthy successor to his illustrious predecessor, Hoya Madoka, the Prince has managed to maintain his grip on power through his shrewdness and political maneuvering, as well as the loyalty of a select few.
However, his actions have sown discontent among many of his subjects, who secretly yearn for a leader who embodies the Will of Fire and truly prioritizes their well-being.
In recent years, Prince Itsuki has made several political moves that have caused the people of the Land of Fire to begrude him. One of the most significant was his decision to divert funds from public services in Otafuku Gai to support the renovation of the palace, resulting in deteriorating living conditions and limited access to essential services for the citizens of the nation's capital.
Additionally, his disregard for the lives of his shinobi and citizens has led him to make decisions that prioritize his own interests over the safety and well-being of the people he governs. He has been known to send unprepared and ill-equipped shinobi on dangerous missions with little regard for their safety, resulting in unnecessary casualties.
Rumors also stir about his willingness to ally with corrupt and criminal organizations in order to better guard his position as hed of the nation. These rumors, while never confirmed, have served to damage his reputation among the people of the Land of Fire even further. Many citizens question his loyalty to his own nation and doubt his commitment to protecting the people he governs.
Kemuri, Daimyō of the Land of Wind
The ancient ninshū belief in the Will of Wind (風の意志, Kaze no Ishi) states that the key to peace is the power to change, to be free and at one with your individuality, seeing the land of wind as a place of many paths to truth. Each shinobi who embodies the Will of Wind is a forward thinker, striving to improve and go beyond the horizon given to them, fighting to maintain the nations freedom and to reach the end of the path their ancestors started.
Unfortunately, Kemuri Moya, the current daimyō vehemently opposes these ideals. Instead of championing individualism and free thinking, they want total meticulous control over the land and its people, if nobody thinks differently then everything can simply remain the same. Though aged, they are massively childish, selfish and impetuous, exiling anyone that even steps a single toe out of line.
In truth, the people wonder how in the world the lived through the majority of the 100 year war, and many secretly are begging for almost anyone else to take up the mantle. Some people have hope in the daimyō’s first born child, a quiet and dignified woman by the name of Sawayaka, who seems to be the only person within the current daimyō’s inner circle to avoid exile through difference of opinion.
Still, the actions, or rather, inactions of Kemuri Moya have only ever been weakening the Land of Wind significantly, leading to collapses in economy, loss of housing and dereliction and negligence of many locales such as the walls surrounding Demon Desert and the tombs of Ōsama Valley, which have largely fallen to disrepair. It is because Kemuri Moya is just so unwilling to change or even remotely acknowledge that there is a problem with their leadership that it is a miracle for even Rōran or Sakuzenriku to be as maintained as they are— though of course it is largely because the many denizens of the Land of Wind take to maintaining these places themselves.
Rumors have begun to stir about a secret rebellion of shinobi that have been developing in recent years, they operate in complete and total secrecy, and Kemuri Moya's elite have not been able to capture any of them or contain their ideology from spreading throughout the Land of Wind... Some even say this rebellion is lead by an 'Iron Ghost'...
